Copper is the material that has historically been and is currently specified by the City of Rapid City (City of Rapid City Standard Specifications for Public Works Construction, 2007 Edition) for residential water services. It is estimated that greater than 90 percent of the residential water services in the City are copper, and there are multiple examples where these services have been in service with no issue for more than 70 years. City Utility Maintenance Staff can locate copper water services and are knowledgeable with the maintenance and replacement of copper water service lines. In 2013, a technical memorandum was completed for the City of Rapid City which did not recommend HDPE pipe for water service line applications due to a number of reasons (reference: Potential Considerations of HDPE Pipe for Municipal Applications for City of Rapid City, 2013). Staff recommends a conservative approach to the introduction and approval of alternate water service material in the public right of way due to the potential negative impacts to the public when failures occur. Reference the City’s history with polybutylene water services in the 1980’s when polybutylene water services were allowed by the City without exception.
