Agenda Item Summary:
The petitioner applied for an exception request to allow a dead-end water main longer than 1,200 feet in East Anamosa Street. Staff denied the exception request based on the following. The exception request is associated with a Preliminary Subdivision Plan Application to plat one, 3-acre light industrial lot with approximately 460’ of frontage to East Anamosa Street. The Rapid City Infrastructure Design Criteria Manual Section 3.9.7.4 states “Dead-end mains longer than 1200’ are expressly prohibited.” The proposed project would create a dead-end water main of approximately 1600’. Water main looping is an essential component to provide redundancy within a water distribution system. To create a loop to the nearest water main, a water main loop shall be created from the proposed terminus of Anamosa Street through future extension of Anamosa Street to the East Philadelphia Street intersection and from the intersection through the East Philadelphia Street right-of-way to connect to the existing main at the North Creek Drive and East Philadelphia Street intersection to provide redundancy in the water system and allow water to be feed from two directions. This will require approximately 1300’ of water main to be constructed beyond the proposed plat limits. Please note that the same property owner owns the property on the north side of East Philadelphia Street where the water extension would be and also recently platted another portion of this property adjacent to East Philadelphia Street. With the platting process construction of the water main in East Philadelphia Street is triggered as a required subdivision improvement. The City will work with the developer to obtain necessary right-of-way and easements to accommodate the water main installation form the property owner on the south side of East Philadelphia Street. The road will need to be graded for the East Philadelphia Street extension before the water main is installed to accommodate a typical water main installation. Please note that Staff denied a similar request for a dead-end water main in East Anamosa Street in May 2017 (City File 17EX097) when the project scope was different. The petitioner is appealing the Staff denial to the City Council.
