Agenda Item Summary:
A request was received in the Engineering Office on July 29, 2016 requesting the requirement to install sidewalk along Century Road per City of Rapid City Ordinance 12.08.060 be waived. A 5-foot wide sidewalk is required to be constructed along Century Road at the time of building permit, with the property having approximately 225 feet of frontage along Century Road. The requested variance will allow for expansion of a retail facility on the property without the installation of sidewalk in the adjacent Century Road right-of-way. Adjacent Century Road is a collector street with an urban street section and curb & gutter on the west side to accommodate drainage. There is existing sidewalk within the boulevard on the south side of East North Street across from the subject property. Century Road is currently void of sidewalk. The City of Rapid City is currently constructing a small segment of sidewalk on Century Road near the Anamosa Street intersection approximately 1,200 feet north of the subject property (City Project 13-2125). There are two options for sidewalk; install 5-foot wide sidewalk 1 foot inside the right-of-way or install 5-foot wide boulevard sidewalk on Century Road. Public Works recommends installing boulevard sidewalk 10 feet behind the back of curb on Century Road. Public Works recommends denial of the sidewalk variance request.
