Agenda Item Summary:
Troy and Lisa Eisenbraun are currently in the process of platting a two (2) lot subdivision (City Files 16PL014, 16PL049). The property is located outside of the City limits but within the City’s three mile platting jurisdiction. In particular, the property is located at the western terminus of Mondo Lane. The Eisenbrauns are currently planning on building a single family home on Lot B and leaving Lot A void of structural development. On April 27, 2016, a Design Exception (16EX060) was granted to waive the requirement to provide a paved surface for access to the proposed home. A 24-ft. wide gravel surface located within a 52-ft. wide access and utility easement is approved in lieu of a paved surface provided a Covenant Agreement is executed. The Covenant Agreement stipulates that prior to Lot A being developed or Lot B being further developed or subdivided, that a 52-ft. wide right-of-way be dedicated and public improvements constructed to the City of Rapid City standards, including but not limited to street pavement, curb and gutter, sidewalks, street light conduit, storm sewer, water main and sewer main improvements.
