Agenda Item Summary:
A request was received in the Engineering Office on April 20, 2016 requesting the requirement to install sidewalk along Elk Vale Road per City of Rapid City Ordinance 12.08.060 be waived. A 5 foot wide sidewalk is required to be constructed along North Elk Vale Road at the time of building permit, with the property having approximately 895 feet of frontage along North Elk Vale Road. The requested variance will allow for construction of a semi-truck sales and repair facility on the property without the installation of sidewalk in the adjacent Elk Vale Road right-of-way. The applicant is proposing to construct 5 foot wide sidewalk along N. Turbine Drive, which is currently under construction. A Planned Development application for this project was submitted on April 29, 2016 (City File 16PD022). Adjacent North Elk Vale Road is a principal four-lane arterial street with no sidewalk and ditches to accommodate drainage. There is currently sidewalk on the east side of North Elk Vale Road approximately 350 feet northeast, adjacent to the McDonald’s property. There is also sidewalk approximately 530 feet to the north on the south side of Eglin Street. On March 16, 2015 City Council denied a request to waive the requirement to install sidewalk on the east side of North Elk Vale Road directly across the road from the current request. As development occurs, pedestrian travel is anticipated to increase in this area. As development occurs on properties to the south, sidewalk construction would be required on those properties, further extending the pedestrian corridor. There is one option for sidewalk; install the sidewalk 1 foot inside the right-of-way. Public Works recommends denial of the sidewalk variance request.
