Agenda Item Summary:
A building permit (CIBP15-2550) was issued in October 2015 for a single family residence on this lot with the understanding that sanitary sewer service could be provided to the first floor of the structure per the Rapid City Standard Specifications and Design Criteria, thus not requiring a pressurized sewer system. The house was constructed with a finished floor elevation of approximately 1’ below the back of curb, therefore the required 42” bury depth on the sewer service is not able to be achieved. An exception request (City File 16EX054) was approved to allow a shallow sewer service contingent upon the property owner entering into an agreement with the City to release and hold the City harmless from any loss, liability, damage or cost that is incurred arising out of or related to the shallow sanitary sewer service. It is understood that insulation is proposed to be used to protect the sanitary sewer service from freezing as best as possible and that the shallowest portion of the sewer service will have approximately 9” of cover including insulation board, sand, base course and concrete over the top. It is also understood that any sanitary sewer flows from the basement of the structure will be pumped up to the gravity service, and meet all requirements of the International Plumbing Code.
