Agenda Item Summary:
The applicant has submitted a Variance request to allow gravel parking and access in lieu of pavement for a utility substation on the property generally located southeast of the intersection of Haines Avenue and Country Road in the Low Density Residential District 1 (LDR-1). The subject property is comprised of 8.25 acres and is currently void of structural development. The applicant is proposing to construct the site preparations necessary for the construction of the Mall Ridge Substation, an electrical substation owned and operated by West River Electric Association. The site preparations include grading work for construction of access roads, installation of concrete driveway approaches from both Haines Avenue and Country Road, and installation of sidewalk along Haines Avenue. Rapid City Municipal Code (RCMC) §17.50.270.G.4 states that vehicle or equipment maneuvering areas must be paved as set forth in the Minimum Standards for Construction of Parking Lots, June 16, 1980. The Minimum Standards for Construction of Parking Lots require either 4 inches of concrete, 4 inches of asphalt, or 2 inches of asphalt plus 4 inches of base course. The applicant is requesting to allow the parking and access aisles to be gravel surface in lieu of pavement due to the intended use of the property as an electrical substation, which generates a low traffic volume. Staff is recommending that a dust palliative be applied annually to the gravel parking and access aisles as required by RCMC §17.50.270.G.4. A utility substation is a conditional use in the LDR-1 District. In conjunction with this Variance request, the applicant has submitted a Conditional Use Permit request (File #25UR010) to allow a utility substation.
