The applicant has submitted a Conditional Use Permit to allow an oversized garage on the property located at 4418 Tallgrass Trail in the Park Forest District (PF). The property is comprised of 7.71 acres and is currently undeveloped. The applicant is proposing to construct a single-family dwelling on the property, which includes a 2-story attached garage with the main level of the garage being comprised of approximately 1,385 square feet and the lower level being comprised of approximately 1,339 square feet (2,724 gross square feet). The proposed garage will be constructed with 3 single-stall garage doors on the upper level accessed from the front of the residence and 1 double-car garage door and a pedestrian door on the lower level accessed from the east side of the residence. The proposed attached garage will be constructed with materials and color scheme matching the single-family dwelling and will be used for vehicle and boat storage. The garage may not be used for commercial purposes or as a second residence. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed 30% of the size of the gross floor area of the dwelling unit without the approval of a Conditional Use Permit in accordance with RCMC §17.08.030.J. The proposed single-family dwelling unit will be approximately 5,811 gross square feet and the 2 levels of the garage will be approximately 2,724 square feet cumulatively. The proposed attached garage exceeds the maximum allowed 30% cumulative square feet of the dwelling unit by 981 square feet.
