Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow a utility substation on the property generally located southeast of the intersection of Haines Avenue and Country Road in the Low Density Residential District 1 (LDR-1). The subject property is comprised of 8.25 acres and is currently void of structural development. The applicant is proposing to construct the Mall Ridge Substation, an electrical substation owned and operated by West River Electric Association. The substation is proposed to be constructed near the center of the property and surrounded by a 10-foot tall chain link fence with 24-foot wide gates for security. Access to the electrical substation is proposed from both Haines Avenue and Country Road with reinforced concrete approaches and sidewalk will be installed along the Haines Avenue frontage. In conjunction with this Conditional Use Permit request, the applicant has submitted a Variance request (File #25VA003) to allow gravel parking and access in lieu of pavement for the utility substation.
