This item was continued from the March 27, 2025, Planning Commission meeting. The applicant has submitted a Conditional Use Permit to allow an oversized garage on the property located at 3714 Canyon Drive in the Low Density Residential District 1 (LDR-1). The property is comprised of 0.91 acres and currently contains a single-family dwelling with an attached garage and a detached shed. The applicant is proposing to construct a 24-foot by 40-foot (960-square-foot) detached garage on the subject property. The proposed detached garage will be constructed with 2 double garage doors measuring 16 feet wide by 8 feet tall. The applicant has indicated the detached garage will be used for personal storage and vehicle parking. The proposed detached garage will be constructed to match the materials and color scheme of the existing single-family dwelling and may not be used for commercial purposes or as a second residence. The proposed detached garage is located in front of the single-family dwelling and designed to align with the existing driveway. Historically, the Planning Commission has required that oversized garages be recessed behind the dwelling. The location of the existing structures and driveway, location of the septic system, and sloping topography on the south side of the property limits the area where a garage could be constructed behind the dwelling. Based on the placement of the proposed garage and the orientation of the existing house, the street view of the property will be prominently dominated by garage frontage. The proposed detached garage will be constructed in an area on the subject property where existing mature trees will provide natural screening to adjacent properties and the street. However, future reconstruction of Canyon Drive will require removal of the trees adjacent to the street. In the event that the existing trees are removed, the applicant has stated that replacement landscaping will be installed to screen the detached garage from the street view and adjacent properties. However, replanting may take a number of years to mature. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed a cumulative size of 1,500 square feet without the approval of a Conditional Use Permit in accordance with RCMC §17.10.030.N. The existing attached garage measures 832 square feet, the existing shed measures 192 square feet, and the proposed detached garage measures 960 square feet for a total of 1,984 square feet of cumulative storage and garage space. The proposed detached garage exceeds the maximum allowed 1,500 cumulative square feet by 484 square feet. In response to discussion at the March 27, 2025, Planning Commission meeting, the applicant has taken the following actions:1. Submitted a revised site plan showing the proposed detached garage will be moved south to be set back 35 feet from the north property line to lessen the street view impact and account for future right-of-way needs on Canyon Drive. Asphalt will be extended from the existing driveway to the garage; 2. Submitted revised elevation drawings demonstrating that windows will be added to the north and south sides of the proposed detached garage to improve the residential character of the garage consistent with the property and the surrounding neighborhood. The north side of the proposed garage is the side view seen from Canyon Drive, so the addition of windows will enhance the street view of the oversized garage; and, 3. Agreed to plant a new row of trees fronting Canyon Drive prior to Final Building Permit Inspection of the proposed garage to allow the trees to grow to a maturity that will maintain effective screening when the existing trees are removed for road reconstruction. The new trees will be planted 10 feet from the north property line to provide continued screening of the proposed oversized detached garage to the Canyon Drive roadway once reconstructed.
