Agenda Item Summary:
In 1999, the Planning Commission approved a Conditional Use Permit to allow park improvements at the Steele Avenue Park. Subsequent amendments have allowed for signage and additional structures. The applicant has submitted this Major Amendment to the Conditional Use Permit to allow the construction of dugouts on the property located at 260 East Main Street North in the Flood Hazard District (FH). The property is 14.57 acres and is comprised of a 5,000-square-foot youth boxing facility, 3 baseball fields, 1 practice field, 4 handball courts, and an 8.6-foot by 19-foot scorekeeping/storage building. The property previously had cinder block dugouts, which were removed in 2023. The applicant is proposing to replace the recently demolished dugouts with open concept, metal framed structures. The proposed dugouts will be enclosed by chain link fencing on both the field and back sides, and will feature a new concrete pad with proper footing supports and anchor bolts. This design has been successfully implemented at Robbinsdale Park. The layout will provide the functionality of a dugout while lowering maintenance, improving visibility, and facilitating floodflow while remaining firmly anchored.
