Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow a mobile home park on the property currently addressed as 815 E. New York Street. The site consists of 4.63 acres of land zoned Medium Density Residential District (MDR) and currently contains 61 mobile homes and 68 mobile home spaces. The park was originally developed in 1959 and is bordered by public right-of-way on all sides. The E. Chicago Street and E. New York Street right-of-way both contain a 20-foot wide asphalt strip between the curb and the sidewalk and this asphalt area is currently used for resident parking. There are a number of legal-non-conforming conditions on the subject property due to the age of the existing park, including but not limited to property line setbacks, parking, and landscaping. The Planning Commission has denied redevelopment proposals for this park in 1998 (File #98PD025), in 2011 (File #11PD030), and recently in 2024 (File #24PD013). In 1998, 74 mobile home spaces, an office, and a laundry building were proposed, in 2011, 100 single-family homes were proposed, and in 2024, 64 mobile homes were proposed. In all of these instances, the Planning Commission determined that the property was insufficiently sized to accommodate the proposed development. The proposed development includes revisions to the mobile home spacing and layout which results in a decrease in the number of mobile home spaces from 68 to 60. The plans submitted identify that there will be four rows of double-wide homes and a management office in the southwest portion of the property. The mobile home spaces will range from 2,350 square feet to 3,981 square feet in size and the double-wide homes will be 1,080 square feet in size. This redevelopment is expected to occur gradually over time. The applicant has indicated that as existing tenants move out the mobile homes will be replaced. The mobile home park contains a 24-foot wide internal road that runs east and west through the center of the property. The internal road provides access to half of the homes proposed. The mobile homes along the perimeter of the property will be accessed from E. Chicago Street and E. New York Street. As per §17.12.050.A.3.d of the Rapid City Municipal Code (RCMC), mobile homes must be setback not less than 35 feet from the front property line. The applicant has requested an Exception to reduce the minimum front yard setback from 35 feet to 18 feet along the north property line and to reduce the minimum front yard setback from 35 feet to 20 feet along the south and west property lines. These requests are a 49% and 43% deviation from the requirement, respectively. As per RCMC §17.12.050.G, main and accessory buildings shall cover not more than 30% of the lot area. The applicant has requested an Exception to increase the maximum lot coverage from 30% to 32%.As per RCMC §17.50.110.A.3, there shall be established and maintained within each park two parking spaces per manufactured home for the use of residents plus a minimum of one parking space per four manufactured homes for the use of guests. The applicant has requested an Exception to reduce the guest parking requirement from 15 spaces to 12 spaces. This request is a 20% deviation from the requirement. As per RCMC §17.50.270.G.2, circulation within a parking area shall be such that a vehicle need not enter a public right-of-way backwards. The applicant has requested an Exception to allow vehicles to continue to back into the right-of-way of E. Chicago Street and E. New York Street.
