Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an oversized garage and a deck on the property located at 5100 Copper Hill Ridge in the Low Density Residential District 1 (LDR-1) with a Planned Development Overlay. The property is comprised of 0.38 acres and currently contains a single-family dwelling. On July 26, 2012, Planning Commission approved an Initial Planned Development (File #12PD024) to allow a single-family dwelling to remain on the subject property and a water tower to be constructed on the abutting property to the south. On March 6, 2014, Planning Commission approved the subsequent Final Planned Development Overlay (File #13PD049) to construct the water tower. The existing single-family dwelling includes 1,408 square feet of living space on the main floor and approximately 698 square feet of living space and 715 square feet of garage space on the lower level. The applicant is proposing to construct a 2-story residential addition on the north side of the dwelling that adds 1,135 square feet to the main floor and 1,567 square feet to the lower level. The applicant is also proposing to add a 280-square-foot deck on the west side of the dwelling and a 412-square-foot deck on the east side of the dwelling. Both of the proposed decks will be located on the second story. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed a cumulative size of 1,500 square feet without the approval of a Conditional Use Permit in accordance with RCMC §17.10.030.N, which necessitates a Major Amendment to the Planned Development Overlay. With the proposed addition and reconfiguration of the existing garage, a total of 1,654 square feet will be used as garage/storage space, which exceeds the maximum allowed 1,500 square feet of garage space by 154 square feet. The garage addition will be constructed with 1 double-car garage door and 1 single-stall garage door, both of which are positioned to be side-loading from the east side of the structure and facing away from the street. The applicant has indicated that the garage will be used for parking of personal vehicles, tractor storage, and a wood shop for personal hobbies. The proposed oversized garage will be attached to the single-family dwelling and, thus, will match the building materials and color scheme of the dwelling and maintain the residential character of the neighborhood. The garage is not to be used for commercial purposes or as a second residence. With this Major Amendment to a Planned Development Overlay, the applicant is requesting the following Exceptions: 1) To reduce the minimum required west side yard setback from 12 feet to 10.17 feet for the 2-story residential addition; and, 2) To reduce the minimum required west side yard setback from 6 feet to 1.2 feet for the second story deck.
