Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to convert the ground floor commercial suites to residential units on the property addressed as 100 Saint Joseph Street otherwise known as The Elements. The property is comprised of 1.38 acres of land zoned Urban Commercial District (UC) and currently contains a 4-story mixed-use building with unfinished commercial suites on the ground floor and 99 apartment units above. The applicant is proposing 17 new apartment units on the ground floor which would increase the total number of units to 116. The first floor will consist of a commercial suite on the west end of the building, amenities for the tenants such as an existing community room, theatre, and leasing office in the northeastern portion facing 1st Street, and the remainder will consist of apartment units. No exterior changes to the south elevation are being proposed as part of this project. The Urban Commercial District is intended to foster mixed-use and pedestrian-oriented development. The existing mixed-use building is located along Saint Joseph Street and 1st Street which are classified as pedestrian-oriented streets in the Rapid City Municipal Code (RCMC). To elevate the pedestrian experience along these streets, the Urban Commercial District encourages pedestrian-oriented features such as active ground floor uses, street furniture and transparent facades. Active ground floor uses are not defined in the RCMC but are generally understood as spaces that are meant to engage pedestrians and create a vibrant streetscape and can include uses such as cafes, restaurants, and retail shops. On April 9, 2020, the Planning Commission approved an Initial Planned Development Overlay (File #20PD011) to allow the mixed-use building. The development was determined to be consistent with the Comprehensive Plan and RCMC because of the proposed mixed-use elements provided along Saint Joseph Street, a pedestrian-oriented street. The applicant obtained three Exceptions as part of this approval: to waive the requirement to provide a graduated setback to the fourth story, to allow a 23.3-foot setback in lieu of the maximum setback of 10 feet from 1st Street, and to allow 55% of the 2nd Street frontage to consist of a parking lot in lieu of the maximum allowed 25%. These Exceptions were granted to accommodate the mixed-use development originally proposed and a Final Planned Development for the project was approved on December 10, 2020 (File #20PD032). The applicant is now proposing to convert the structure to a stand-alone apartment building. The City’s Comprehensive Plan has identified goals and policies for the Downtown/Skyline Drive Neighborhood Area. These goals include but are not limited to: encourage the expansion of retail and entertainment uses in the downtown and the surrounding area by ensuring there is adequate retail space available, promote mixed-use development along the primary corridors within and surrounding downtown, and encourage the intensification of uses along Saint Joseph Street to improve the connection between downtown and the South Dakota School of Mines and Technology Campus.
