The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an expansion to Pennington County Jail. The property is addressed as 307 Saint Joseph Street and is the location of the Pennington County Public Safety Complex. The addition will be located to the east of the existing jail facility and will consist of five stories with a gross floor area of 128,650 square feet. The proposed expansion will accommodate an additional 600 beds, for a total site capacity of 1,200 beds. The first two floors will consist of an officer station, eight paired housing units, and program and recreational space. The upper three levels will contain flexible configurations ranging from 110 to 148 beds per housing unit. The site work will also include modifications to the existing main jail including medical and intake facilities on the first floor, and dayroom separations, a control room, and security upgrades on the upper level. Additionally, a sally port will be constructed between the main jail and Saint Joseph Street to provide a secure, enclosed environment for detainees via bus. The sally port will be located within a portion of the Saint Joseph Street right-of-way that was vacated at the February 3, 2025 City Council meeting (File #24VR003). As noted in the letter of intent the building is being constructed with five stories, with a height of the structural deck of 120’-0” and the highest parapet at 127’-6” The exterior finish of the proposed expansion will be architectural precast concrete that will complement the color, texture, and coursing of the existing limestone of the main jail facility. The proposed expansion will result in the removal of 51 parking spaces from the complex. A two-week parking count was conducted on the complex and identified sufficient parking for all uses, as well as stalls for public usage, is being provided. High security steel fencing to match the existing fencing will be placed along the Saint Joseph Street frontage. Additional interior fencing will consist of 12’ high chain-link fencing. As per §17.50.050.G.2 of the Rapid City Municipal Code (RCMC), minimal amendments may be considered for approval by the Director when there is an increase in overall density, intensity, or area of use of less than 20%. Anything more than a 20% expansion requires a Major Amendment to the Planned Development Overlay. The proposed expansion of the jail addition results in more than a 20% expansion therefore necessitating the Major Amendment.
