Agenda Item Summary:
The applicant is proposing to vacate a 0.034 acre portion of the Saint Joseph Street right-of-way located at 307 Saint Joseph Street, adjacent to the Pennington County Jail. Saint Joseph Street is classified as a Principal Arterial Street on the City’s Major Street Plan. The Infrastructure Design Criteria Manual specifies a minimum 100-foot right-of-way width for Principal Arterial streets. The proposed vacation of right-of-way will decrease the existing right-of-way width from 100 feet to approximately 87 feet for a 113.77-foot portion of Saint Joseph Street. However, the proposed vacation will not encroach onto the existing travel and parking lanes of Saint Joseph Street, and the existing sidewalk will be reconstructed within the remaining right-of-way. Currently, the prisoner loading and unloading process at the Pennington County Jail requires that all of the travel lanes on Saint Joseph Street be temporarily closed to facilitate the transfer of inmates. The proposed vacation will allow Pennington County to construct an expansion to the existing Pennington County Jail, and will be utilized for the creation of a sally port. The proposed sally port will provide for a safer and more efficient prisoner transfer system, and will eliminate the need to close Saint Joseph Street. All adjacent properties will continue to have access from the existing street network. As such, vacating the right-of-way will not adversely impact adjacent properties. Written concurrence from the utility companies has been received by the owner as a part of this application.
