Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow a group home on the property located at the northeast corner of Chief Drive and Kathryn Avenue in the Medium Density Residential District (MDR). The property is comprised of 1.09 acres and is currently void of structural development. The applicant is proposing to build an approximately 5,325-square-foot 8-bedroom duplex-style group home that serves 8 adults with developmental and/or intellectual disabilities. Each side of the duplex is equipped with 4 bedrooms, a kitchen, common area, bathroom facilities, and office space for on-site housing staff. The proposed site plan includes a shared parking lot that accesses from Chief Drive with 7 parking spaces, 1 of which is ADA van-accessible. Tenants will receive services from Black Hills Works to support them with protection, advocacy, and assistance in completing activities of daily living and community activities. A maximum of 5 staff members will be on-site at a time and none of the tenants will have a vehicle.
