The applicant has submitted a Conditional Use Permit to allow an oversized garage with an indoor gym on the property located at 801 Ranchester Street in the Low Density Residential District 1 (LDR-1). The property is comprised of 10.17 acres and is currently void of structural development. The applicant is proposing to construct a single-family dwelling on the property, which includes a 7-stall attached garage, finished storage area with a garage door, and an indoor gym. The garage is proposed to be approximately 3,876 square feet in size with the additional storage area of approximately 658 square feet and will be used for parking vehicles with extra space for a boat, camper, lawnmower, and UTV/ATV. The indoor gym is proposed to be approximately 2,148 square feet in size and will be for personal use to allow the applicant and their family to maintain an active lifestyle during the winter months. The proposed garage, storage area, and indoor gym will be attached to the single-family dwelling and, thus, will match the materials and color scheme of the dwelling and are not to be used for commercial purposes or as a second residence. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed the footprint of the dwelling unit without the approval of a Conditional Use Permit in accordance with RCMC §17.10.030.N. The footprint of the dwelling unit is proposed to be approximately 3,830 square feet. The proposed garage area of 3,876 square feet, storage area of 658 square feet, and indoor gym of 2,148 square feet total 6,682 square feet, which exceeds the footprint of the dwelling unit by 2,852 square feet.
