Agenda Item Summary:
The applicant has submitted a Preliminary Subdivision Plan to create three commercial lots on the property located east of Haines Avenue and Lawrence Drive. The proposed development is being created out of an unplatted balance which is approximately 66.32 acres in size. The proposed lots will range from 1.9 acres to 4.7 acres in size and will be known as Wazyata Subdivision. On April 21, 2022, the Planning Commission approved an Initial Planned Development Overlay to allow the preliminary development plans for the North Rapid Indigenous School and Community (File #22PD013). On October 27, 2022, the Planning Commission approved a Final Planned Development Overlay (File #22PD048) to allow a temporary school in the northern portion of the property. This application includes the construction of Wakanyeja Way which is a driveway for the temporary school that contains water and sanitary sewer within an easement. On January 23rd, 2025, the Planning Commission approved Rezone requests to change the zoning district of proposed Lot 1 and 2 of Block 1 from Medium Density Residential District to Office Commercial District (File #25RZ025) and to change the zoning district of proposed Lot 1 of Block 2 from Medium Density Residential District to General Commercial District (File #25RZ026). The letter of intent provided with these applications indicated that proposed Lot 1 and 2 of Block 1 would be developed with an office building and a community center and that proposed Lot 1 of Block 2 would be developed with a mixed-use building consisting of commercial on the ground floor and residential above. A Preliminary Subdivision Plan is a tentative plan of a proposed subdivision requiring the installation of public improvements. Approval of a Preliminary Subdivision Plan by City Council is required before an applicant can proceed with Development Engineering Plans and a Final Plat application for all or part of the area within the Preliminary Subdivision Plan application.
