Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow on-sale liquor in conjunction with a hotel and conference space on the property located at 525 Saint Joseph Street in the Central Business District (CB). The property is comprised of 1.37 acres and is currently being developed with a multi-story, mixed-use structure containing a hotel, conference space, retail space, apartment units, and a parking garage per Building Permit #CIBP23-1096. On April 21, 2022, the Planning Commission approved a Final Planned Development Overlay (File #22PD007) to allow the mixed-used development on the subject property. This development is currently known as the Block 5 Project. The applicant is proposing to provide a full-service bar, to be known as The Placery, with a selection of beer, wine, and cocktails made with hard liquor in conjunction with the hotel restaurant. The restaurant hours of operation will be Monday through Friday from 6:30 a.m. to 9 a.m. and Saturday through Sunday from 7 a.m. to 10 a.m. for breakfast service and Monday through Sunday from 3 p.m. to 11 p.m. for dinner service. The applicant has indicated that alcoholic beverages will only be served during hours of operation and the operating hours are subject to change based on the needs and patterns of the hotel and guests. In addition, alcoholic beverages may be served to guests attending events in the conference space. Alcoholic beverages will be served by trained staff and alcohol will be stored in a designated locked storage area.
