Agenda Item Summary:
The applicant has submitted a Variance request for the property at 807 Saint Andrew Street to reduce the minimum off-street parking requirement from 9 spaces to 4 spaces, to utilize the existing parking lot. The property is zoned General Commercial District. The structure on the property has operated as a dental clinic for many years, and now it is under contract. The applicant is the potential buyer and plans to operate a group travel wholesale company from this location. There is a legal non-conforming parking lot to the rear of the property that is accessed from the alley. There are currently 6 off-street parking spaces, including 1 handicap space. The existing spaces and parking lot drive aisle do not meet current sizing requirements in the Rapid City Municipal Code. The code states that when a use is initiated, the parking facilities shall conform to the minimum off-street parking requirements. The change to this new business type constitutes the initiation of a new use. According to the proposed operations plan and floor plans, 9 off-street parking spaces are required. The applicant is proposing to provide 4 off-street parking spaces, which includes one handicap accessible parking space. The applicant has indicated that the proposed wholesale travel business will be internet-based with no in-person customers. It will employ 2 full-time year-round employees and 2 full-time seasonal employees. There is on-street parking available along Saint Andrew Street, and there are also 8 public parking spaces located directly across Saint Andrew Street adjacent to Wilson Park, including one handicap accessible space.
