Agenda Item Summary:
The applicant has submitted a Variance request to reduce the minimum required front yard setback from 20 feet to 6 feet 6 inches, reduce the minimum required rear yard setback from 25 feet to 17 feet 11 inches, and reduce the parking requirement from 2 spaces to 1 space for the property addressed as 920 11th Street. The property is comprised of 0.05 acre (2,300 square feet) and is zoned Medium Density Residential District. The property is considered a small lot by the Rapid City Municipal Code (RCMC) due to its lot area. The property currently contains a single-family dwelling built in 1934 that was significantly damaged by an explosion due to third party negligence, a deck, and a detached shed. The applicant is proposing to rebuild a new single-family residence on the property to replace the damaged dwelling. 11th Street is classified as a Local Street as per the Infrastructure Design Criteria Manual. In the Medium Density Residential District for a lot abutting a Local Street, the minimum required front yard setback is 20 feet and the minimum required rear yard setback is 25 feet. The proposed new single-family residence will be built within the existing building envelope with regard to the front and rear setbacks, but will be extended 4 feet to the north to allow for modifications and improvements to the residence. The existing residence is 22’ x 26’ with a 3’ x 8’ covered entry (596 square feet) and the proposed single-family dwelling is 22’ x 30’ with a 3’ x 8’ covered entry (684 square feet). The proposed 4-foot expansion meets the setback requirements for a small lot. RCMC §17.50.270 requires two off-street parking spaces per single-family dwelling unit. There is currently one off-street parking space provided on the property. The applicant is requesting to continue allowing the reduced off-street parking, as there is an existing shed that would inhibit extension of the driveway. There is on-street parking available in front of the property on 11th Street to account for the second space.
