Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow a group home and K-12 school on the property located at 5301 Mount Rushmore Road in the Office Commercial District (OC). The property is comprised of 29.61 acres and currently contains a 93,258-square-foot building previously used as a vocational school and offices. Children’s Home Society of South Dakota is currently utilizing a portion of the building as a medical clinic for behavioral health services to children and their families, case management, and therapy, as well as administrative offices that work on marketing and fundraising efforts. Medical clinics and administrative offices are permitted uses in the Office Commercial District.The applicant is proposing to also utilize the existing building as a Psychiatric Residential Treatment Facility, which is classified as a group home use in the Rapid City Municipal Code (RCMC), and a day school for children aged 4 to 14, which is classified as a K-12 school in the RCMC, both of which are conditional uses in the Office Commercial District. The facility will be owned and operated by Children’s Home Society of South Dakota. The residential facility is a 24/7 inpatient facility for children aged 4 to 14, with an average age of 9 years old and will initially accommodate up to 40 children with an average length of stay of 18 months and a 1:4 staff to children ratio. The day school program will serve the residents as well as up to 56 additional children in the community with emotional or behavioral challenges. Education staff will be on-site from 7 a.m. to 3 p.m. with school hours from 8:30 a.m. to 2:30 p.m. and there will be a 1:6 staff to student ratio. Both the residential facility and day school will have outdoor play areas adjacent to the facility.The proposed site plan shows 469 parking spaces, 16 of which are ADA and 5 of the ADA spaces are van-accessible, which exceeds the minimum required parking spaces. Existing landscaping consists of large and small trees, shrubs, and grassed areas, and results in 569,810 landscaping points, which exceeds the required landscaping points. The existing buildings meet all area regulations and height requirements. The operational plan addresses in detail the programs and services provided by the facility, hours of operation, number of residents, students, staff, and visitors as well as safety and security measures for the facility and expectations for the construction process, which is expected to be completed in June 2026.
