The applicant has submitted a Conditional Use Permit to allow a group home for respite care on the property located at 4080 Tower Road in the General Commercial District (GC). The property is comprised of 2.18 acres and currently contains a 32-room, 1-story hotel that was built in 1977 and was previously known as “Big Sky Lodge.” The proposed respite care facility is considered a group home as there will be 6 or more unrelated individuals receiving room and board with incidental services. Per Rapid City Municipal Code (RCMC) Section 17.04.350, the definition of group home shall not include missions, detoxification centers, or detention centers. The South Dakota Department of Health, Monument Health, City of Rapid City Fire Department Community Health Workers, and Cornerstone Rescue Mission will collaborate to provide a respite bed program to temporarily house homeless patients who are not sick enough to stay in the hospital but are not well enough to be released to the Mission or another living situation. The subject property was used in 2020 to house a similar population recovering from COVID. Cornerstone’s contract with Monument Health will provide up to 29 rooms for patients being released from the hospital. Patients will be screened and vetted by case managers prior to acceptance and potential patients that are found to be registered sex offenders will not be admitted into the program. Rapid City Fire Department Community Health Workers will transport the patients to the facility. A doctor from Monument Health will develop each patient’s case plan with a designated a discharge date and upon discharge, a Rapid City Fire Department Community Health Worker will transport the patient to their next destination. Three rooms will be used for operation of the facility to provide security and property management, one of which will be a manager’s residence. Admissions, food provisions, housekeeping, property maintenance, and 24-hour security services will be managed by Cornerstone. The program manager will work daytime hours during the weekdays and 5 other staff will be scheduled to ensure 24-hour coverage. The Rapid City Fire Department Community Health Workers will provide all transportation to patients during their stay using passenger vehicles such as a mini-van or sedan. Security cameras will be installed in public areas and around the outside of the building, and will be monitored 24/7 by staff. Visiting hours will be by appointment only, scheduled 24 hours in advance, and held in a monitored common area. Visitors will not be allowed in individual rooms. No more than 1 patient may have visitors at a time and no more than 2 visitors may visit the patient at a time. Visitation may be revoked by Cornerstone at any time and patients that leave the premises will be removed from the program. Proposed changes to the existing site layout include striping the parking lot to meet parking regulations, removal of the hot tub, removal of all signage, installation of a wrought iron-style fence along the west property line with a code-controlled sliding entry gate, and installation of a solid wood privacy fence along the north property line. A fire sprinkler and alarm system must be installed, the building code must be met, and a Certificate of Occupancy must be obtained for the change of use to a group home prior to occupancy.
