Updated on September 3, 2024 to reflect that the applicant has withdrawn the application for a Conditional Use Permit to allow a group home. Staff is recommending that the Planning Commission acknowledge the applicant’s withdrawal of the application. The applicant has submitted a Conditional Use Permit to allow a group home on the property located at 4080 Tower Road in the General Commercial District (GC). The property is comprised of 2.18 acres and currently contains a 32-room 1-story hotel known as “Big Sky Lodge.” The South Dakota Department of Health, Monument Health, and Cornerstone Rescue Mission are partnering to provide a respite bed program for individuals experiencing homelessness that are exiting hospital care and still need recovery time but do not need a hospital stay. The subject property was previously used in a similar fashion during COVID to house a similar population during recovery. Twenty of the 32 rooms will be made available for the program. Additionally, 1 room will be reserved for the on-site program manager. The remainder of the rooms will be held empty in case the program needs to expand. Admissions, food provisions, housekeeping, property maintenance, transportation, and 24-hour security services will be managed by Cornerstone Rescue Mission. A program manager will oversee the property with help from 2 other staff that will rotate coverage when the manager is not able to be on site. Separately, community case managers will be assigned to the temporary residents to assist with individual needs and locating alternative housing accommodations. Visitors will be allowed between 1 P.M. and 4 P.M. and will not be permitted to stay overnight. Security monitoring shall be provided to ensure visitor hours are enforced. Proposed changes to the existing site include striping the parking lot to meet current parking regulations, removal of the hot tub, removal of all signage, and future installation of a solid wood privacy fence along the north property line. Additionally, a fire sprinkler and alarm system must be installed prior to occupancy.
