The applicant has submitted a Conditional Use Permit to allow a gas station and convenience store with a car wash within 250 feet of a residential district on the property located at 2125 Moon Meadows Drive, at the southwest corner of the intersection of Moon Meadows Drive and Mount Rushmore Road, in the General Commercial District (GC). The property is comprised of 4.8 acres and is currently void of structural development. The applicant is proposing to construct a 5,200-square-foot convenience store with a 1,458-square-foot attached car wash and 8 fuel pumps served by 3 fuel storage tanks. Additional site improvements include landscaping, parking, and sidewalk in accordance with City standards. Access to the property is proposed via 2 approaches from Moon Meadows Drive. On July 23, 2024, Public Works Engineering Services approved an Exception (#24EX057) to waive the requirement to submit a Traffic Impact Study for this project with the stipulation that the east approach on Moon Meadows Drive must be right-turn-in and right-turn-out only. Rapid City Municipal Code ยง17.18.020.34 states that a car wash located within 250 feet of a residential district or dwelling must be reviewed as a conditional use. A property zoned Medium Density Residential District is located approximately 225 feet northwest of the subject property and is currently developed with a religious assembly facility. Due to the proximity of the residential zoning district, a Conditional Use Permit is required for the car wash portion of the proposed gas station and convenience store.
