(In response to discussion at the July 25, 2024, Planning Commission meeting, the applicant has stated that the proposed double stall garage door is to be used for the purposes of moving woodworking lumber in and out of the garage and has submitted revised elevation drawings showing the garage door will be located on the south side of the proposed detached garage.) The applicant has submitted a Conditional Use Permit to allow an oversized garage on the property located at 4648 Duckhorn Street in the Low Density Residential District 2 (LDR-2). The property is comprised of 0.68 acres (approximately 29,620 square feet) and currently contains a single-family dwelling with a 1,005-square-foot attached garage and a 12-foot by 20-foot (240 square feet) detached shed. The applicant is proposing to construct a 24-foot by 30-foot (720 square feet) detached garage to be used for storage and personal projects, such as woodworking. The applicant has indicated that the proposed garage will not be used for parking vehicles, so no additional approaches are requested nor will additional approaches be approved. The applicant intends to landscape the area around the proposed garage, which includes planting trees along E. Minnesota Street to provide screening. The proposed garage is not intended to be used for commercial purposes or as a second residence. Per Rapid City Municipal Code (RCMC) §17.04.315, the maximum cumulative allowable size of all private garages and storage shall be 1,500 square feet or 30% of the size of the gross floor area of the dwelling unit(s), whichever is greater. With regard to the subject property, 1,500 square feet is greater than 30% of the gross floor area; therefore, all structures dedicated to parking or storage on the property cannot exceed 1,500 square feet without the approval of a Conditional Use Permit in accordance with RCMC §17.10.030.N. The existing attached garage is 1,005 square feet, the existing detached shed is 240 square feet, and the proposed detached garage is 720 square feet, which together total 1,965 square feet, exceeding the maximum allowable 1,500 square feet of cumulative garage space by 465 square feet.
