Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of a portion of the property east of Deadwood Avenue and north of Tatanka Road from General Agricultural District to Light Industrial District. The subject property is approximately 101 acres and is currently vacant. Tatanka Road is classified as a Collector street and Deadwood Avenue is classified as a Principal Arterial street on the Major Street Plan. Deadwood Avenue provides direct access to U.S. Interstate 90 and would support traffic generated by uses permitted in the Light Industrial District. The City’s Future Land Use Plan identifies the property as Rural Residential, which does not support the Light Industrial District as an appropriate zoning district. However, as the area has developed, light industrial and commercial uses have become prominent along Deadwood Avenue and surround the subject property to the west, south, and east. The properties directly to the west are designated as Light Industrial and the properties to the south are designated as Mixed-Use Commercial and Mining/Extraction. The parcel at 2550 Tatanka Road directly east of the subject property is developed as a utility substation and is designated Rural Residential in the Future Land Use Plan, but was rezoned in 2020 from General Agricultural District to Light Industrial District (#20RZ019) based on the surrounding Mining/Extraction designation.Based on the adjacent land uses and anticipated amendments to the Future Land Use Plan, the Light Industrial District is an appropriate zoning district. The property zoned General Agricultural District to the north will be buffered from industrial uses based on the setback and screening regulations adjacent to residential districts in the Light Industrial District Chapter 17.22 of the Rapid City Municipal Code.
