The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an off-premises billboard on the property located at 5110 5th Street in the General Commercial District (GC) with a Planned Development Overlay. The property is comprised of 1.63 acres and currently contains a drive-thru car wash and 20 vacuum stalls. The applicant is proposing to construct a 480-square-foot off-premises billboard on the subject property. The proposed sign will be a double-faced digital billboard constructed on a monopole and measuring 26 feet in overall height. The ground clearance of the proposed billboard will be 14 feet. Each of the digital billboard faces will be 240-square-feet in size, internally illuminated, and feature changing messages and advertising. On September 5, 2019, the Planning Commission approved Final Planned Development Overlay (#19PD038) to allow a car wash with stipulations. Stipulation #5 of the approved Final Planned Development Overlay allowed an LED message sign measuring 45 square feet in size to be located along 5th Street. The approved LED message sign was not constructed. The off-premises billboard is proposed to be constructed in near proximity to the location of the approved LED message sign. Due to the proposed sign being an off-premises billboard, the applicant is required to obtain a Major Amendment to the Planned Development Overlay in order to allow the digital billboard and obtain a Sign Permit.
