Agenda Item Summary:
The applicant has submitted an Initial Planned Development Overlay to allow a residential development on the property located on Lot A of Westhills Village Estates subdivision generally located west of Fifth Street and South of Minnesota Street in the Low Density Residential District 1. The property is comprised of 20.9 acres and is currently void of structural development.The applicant is proposing to develop the property creating a retirement community consisting of 20 duplexes (40 dwelling units) and an apartment-style building providing an additional 40 dwelling units for senior housing. The project will provide 80 dwelling units in total and will be maintained as one lot under single ownership. The applicant has conducted public outreach to the surrounding neighbors and owns and operates a similar development to the northeast of this area at the southeast corner of Texas Street and Fifth Street. The Initial Planned Development Overlay request is in conjunction with a Rezoning request (#24RZ010) to rezone the property from Low Density Residential District 1 to Medium Density Residential District to allow the proposed uses and height of the senior housing apartment building.The project is proposed as two phases: phase one will include 18 of the duplexes, totaling 36 dwelling units; and phase two will include two duplexes and the senior housing apartment building, totaling 44 units. The project will connect Shaker Drive and Enchantment Road, and is designed to transition from the surrounding single-family neighborhood to duplexes with the senior housing apartment building set away and abutting the property along Fifth Street that is zoned Public District. The design utilizes the topography of the site to set the senior housing apartment building at a lower elevation to preserve views.
