Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow a self-storage facility on 824 N. Creek Drive. The property is comprised of 20.04 acres of undeveloped land zoned General Commercial District with a Planned Development Overlay. Mini-warehousing is listed as a Conditional Use in the General Commercial District. The self-storage facility will be owned and operated by Menards and will consist of 14 buildings, 556 storage units, and 61 leased parking spaces for the storage of vehicles. The buildings will range from 2,400 square feet to 9,900 square feet in size. The individual storage units will range from 100 square feet to 300 square feet in size. The facility will be fully enclosed by the sidewalls of the outer buildings and by the fencing proposed in between these buildings and along the main entrance. There is one point of ingress and egress from N. Creek Drive and a code will be required to enter through the main entrance into the proposed development. The civil plans submitted include a Master Plan showing that the development proposed as part of this application will be completed in one phase. Phase two will involve five additional storage buildings ranging from 3,800 square feet to 7,600 square feet in size and will be located on the western portion of the property. The plans also show the future platting of two commercial lots along the N. Creek Drive frontage and a future self-storage expansion area in the southern portion of the property. The applicant should be apprised that approval of the Major Amendment to the Planned Development Overlay does not indicate approval of the Master Plan. As per §17.18.030 of the Rapid City Municipal Code, the exterior building material of mini-warehouse buildings must either be masonry, concrete, wood, or metal simulated wood siding. The applicant has requested an Exception to allow pro-rib metal panels in lieu of the exterior building materials listed above. As per §17.18.080 of the Code, when a General Commercial District abuts a residential district, an opaque ornamental screening fence not less than 5 nor more than 6 feet in height must be constructed along the adjoining property line not to include chain link fencing with slats. The property abuts residential-zoned properties to the east; therefore, an opaque screening fence is required along the eastern and southeastern lot lines of the subject property. The applicant has requested an Exception to omit this requirement. As per §17.50.270.D of the Code, a 30-foot wide circulation aisle is required immediately adjacent to buildings with a controlled access stall or locker. The applicant has requested an Exception to reduce two of the circulation aisles to 25 feet. These aisles are located between the interior storage buildings proposed centrally on the property. The reduction being requested is a 17 percent deviation from the requirement. As per §17.50.340.C of the Code, in commercial districts, no fence or wall may exceed a height of 8 feet. The applicant has requested an Exception to allow an 8.5-foot tall fence in between the outer storage buildings and adjacent to the main entrance in lieu of the 8-foot maximum. The deviation being requested is less than a one percent increase from the requirement.
