Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow a residential development on property generally located at the northern terminus of Ennen Drive and the eastern terminus of Bridge Drive. The property included in the Final Planned Development Overlay is comprised of 12.35 acres and is zoned Low Density Residential District 1. On October 2, 2023, Preliminary Subdivision Plan #23PL069 was approved to create 156 residential lots and two drainage lots on the property to be constructed in four phases – Phase 1A, Phase 1B, Phase 2, and Phase 3. This request includes Phase 1A, a portion of Phase 1B, and a portion of Phase 2. The balance of the project meets all land use regulations and is not part of this Planned Development Overlay application. The applicant is proposing to create 84 single-family residential lots intended for small homes and one drainage lot within the boundaries of the Planned Development Overlay. Of those lots, 25 residential lots will be created in Phase 1A, 31 residential lots and the drainage lot will be created as part of Phase 1B, and 28 residential lots will be created as part of Phase 2. The small homes will measure 24 feet x 40 feet (960 square-feet) and are intended to provide an affordable housing option for the community. There are 72 additional residential lots and a second drainage lot that are proposed outside of the boundaries of the Planned Development Overlay as future phases of development. These lots meet the minimum zoning requirements of the Low Density Residential District 1, so they are not included in the Final Planned Development Overlay request. On January 25, 2024, Initial Planned Development Overlay #23PD036 was approved, with stipulations, to allow the residential development. Approval of the Initial Planned Development Overlay included approval of three Exceptions: 1. Rapid City Municipal Code §17.10.050.B.1 requires an 8-foot side yard setback for a single-story dwelling in the Low Density Residential District 1. An Exception was granted to reduce one of the minimum required side yard setbacks from 8 feet to 7 feet for each lot located within the boundaries of the Planned Development Overlay. The remaining side yards shall provide a minimum 8-foot setback. 2. Rapid City Municipal Code §17.10.050.E requires a minimum lot width of 50 feet at the building front line. An Exception was granted to reduce the minimum required lot width at the front building line from 50 feet to 40 feet for the lots located within the boundaries of the Planned Development Overlay. 3. Rapid City Municipal Code §17.10.050.F.1 requires a minimum lot size of 6,500 square feet for a dwelling served by a sanitary sewer system. The proposed lots will be served by Rapid Valley Sanitary District. An Exception was granted to reduce the minimum required lot size from 6,500 square feet to lots ranging in size from 6,400 square feet to 4,040 square feet, as shown on the submitted site plan.
