Agenda Item Summary:
The applicant has submitted a Major Amendment to a Conditional Use Permit application to allow an annual music festival in the Flood Hazard District. Specifically, the applicant is requesting to hold the LifeLight Hills Alive music festival in Memorial Park in July 2024, which has taken place at Memorial Park since 1998. In 2019, a Major Amendment to a Conditional Use Permit (#19UR003) was approved to allow the event annually without expiration unless there were complaints, changes to the operations plan, or changes to the operator of the event. In 2023, LifeLight became the new operator of the Hills Alive music festival, which triggered this request for a Major Amendment to the Conditional Use Permit. The applicant is seeking approval of the two-day music festival to occur on the third full weekend of July in 2024. The LifeLight Hills Alive music festival is anticipated to draw an attendance of 40,000 people over the weekend. Set up for the event will begin on the Wednesday prior to the festival and tear down will occur on the Monday following the festival. The applicant is proposing to construct two stages for concerts, areas for children’s activities and inflatables, and several temporary tents for food and merchandise vendors, first aid, ministry, and other festival activities. Approval of a Floodplain Development Permit and Temporary Use Permit is required prior to the event. Festival attendees will be able to utilize the surrounding public parking lots where available. The applicant has also secured parking agreements with nearby property owners to offer parking to festival attendees during the event. Additionally, the applicant has stated that they will encourage festival attendees to carpool, rideshare, or park off-site and walk to the festival to help mitigate the traffic impacts and parking constraints. The applicant intends to continue operating the music festival at Memorial Park annually, but is considering expanding their operations and activities in future years. As such, staff recommends that this Major Amendment to the Conditional Use Permit allows for the music festival to occur in 2024 and that the applicant submit a subsequent Major Amendment to the Conditional Use Permit for future years once an updated operations plan is established.
