Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment complex on the property east of the terminus of Moon Meadows Drive. The subject property is comprised of 38.18 acres of vacant land zoned Medium Density Residential District. The Final Planned Development Overlay is proposed for an 8.317 acre portion of the property. On May 5, 2020, the Planning Commission approved an Initial Planned Development Overlay application (File 20PD002) to allow a senior living facility and a townhome development. This project did not come to fruition and November 20, 2023 the Planning Commission approved an Initial Planned Development Overlay to allow a mixed residential development (File 23PD033). The Initial Planned Development Overlay included a Master Plan that identified 75 residential lots will be created on the property in four phases. Phase One is located in the northwestern portion of the property and includes the development of a multi-family lot and two townhome lots. Phase Two includes eleven townhome lots fronting Healing Way and a 3.37-acre lot. The future use of the 3.37-acre lot is currently undetermined but will either be developed as multi-family or will be further subdivided as low-density residential. Phase Three is generally located in the northeastern portion of the property and includes 15 townhome lots, 15 single-family lots, and an area that will be preserved for a park or some other form of community amenity. Phase Four is located in the southern portion of the property and includes 29 single-family lots. The Master Plan identified the extension of Moon Meadows Drive from its terminus at Healing Way to Sammis Trail and identified the extension of Healing Way north. Prior to the issuance of a Building Permit, the proposed lot(s) must be platted. As part of this application, the applicant has submitted a site plan of the apartment complex proposed in Phase One. This multi-family lot will be 8.317 acres in size and will be developed with three apartment buildings and two parking garages. In total, 120 units are being proposed and will include 39 one-bedroom units, and 81 two-bedroom units. The complex will consist of underground parking, pickleball courts, shuffleboards, putting greens, golf simulators, a fitness center, a community kitchen, a theater, and various other amenities. As a stipulation of the Initial Planned Development overlay, prior to the issuance of a Building Permit for the apartment complex in Phase One a Final Planned Development Overlay application must be approved. As per ยง2.17.1(2) of the Infrastructure Design Criteria Manual, a Traffic Impact Study is required for any multi-family residential development with 150 or more dwelling units. The Public Works Department has approved an Exception (File 23EX094) waiving the requirement for a Traffic Impact Study for the apartment complex proposed in Phase One.
