Agenda Item Summary:
The applicant has submitted a Variance request to reduce the minimum front and side yard setbacks on the property addressed as 1131 Wood Avenue. The property is comprised of 0.24 acres of land zoned Medium Density Residential District and contains an up-and-down two-family dwelling built in 1963 and a detached garage built in 1967. The upper-level tenants use the garage and access the property from the alley. The lower-level tenants use the driveway and access the property from Wood Avenue. The applicant is proposing to construct a carport and a storage shed in the northeast corner of the property. The carport and shed will be used by the lower-level tenant. The purpose of the carport is to protect the tenant’s vehicle and the purpose of the shed is mainly to store equipment meant for clearing the driveway. The property fronts Anamosa Street to the north and Wood Avenue to the east. Anamosa Street is classified as a Minor Arterial Street on the City’s Major Street Plan and Wood Avenue is classified as a Local Street in the Infrastructure Design Criteria Manual. The minimum setback from a property line abutting a Minor Arterial Street is 25 feet and the minimum setback from a property line abutting a Local Street is 20 feet. The carport is proposed to be setback 17 feet from Anamosa Street and 9 feet from Wood Avenue. Sheds must be setback 35 feet from a property line abutting a street regardless of the street classification. The shed is proposed to be setback 2.5 feet from Anamosa Street and 22 feet from Wood Avenue.
