The applicant has submitted a Conditional Use Permit to allow an oversized garage at 429 Stumer Road. The subject property consists of 1.24 acres of land zoned Low Density Residential District 1. The subject property has an existing 1,613 square-foot two-story residence with an attached 834 square-foot garage with three stalls. The applicant is proposing to construct an additional 2,084 square-foot attached garage. The end result will be 2,918 square feet of garage area. The front elevation of the residence will consist of four garage doors. The garage will be used to store a recreational vehicle, a boat, a car, and an area for hobby woodworking shop. Chapter 17.04.315 of the Rapid City Municipal Code states that the maximum cumulative allowable size of all private garages shall be 1,500 square feet or 30% of the size of the gross floor area of the dwelling unit(s), whichever is greater. For this proposal, the total garage area would exceed the dwelling unit area by 1,305 square feet. Therefore, all buildings dedicated to parking or storage which exceed the cumulative size of the dwelling unit may only be allowed as a Conditional Use Permit.
