The applicant has submitted a Conditional Use Permit to allow an oversized garage of 2,418 square feet. The subject property is comprised of 1.98 acres of land zoned Low Density Residential District. The site consists of a single-family residence with a footprint of 2,034 square feet, with three sheds that consist of 642 square feet, and a detached carport that consist of 360 square feet. The proposed oversized garage and existing detached carport will bring the total garage space on site to 2,778 square feet. A proposed two-story garage with a loft above will be located towards the southwest corner of the property and will be 19.5 feet in height. The ceiling height of the main level of the proposed detached accessory building is 12 feet and slightly greater than 8 feet on the upper level. As stipulated in the Ordinance, building height is measured from the finished grade at the front of the building to the mean height level of a gable roof. There are no explicit limitations on the number of stories for accessory buildings; however, the height must comply with the 15-foot maximum allowed. The detached accessory structure will be 56 feet in width at its widest section and 62 feet in length at its longest section. The detached accessory structure will have a gross floor area of 3,768.5 square feet, 2,418 square feet dedicated for garage space, 1,130 square feet dedicated to loft space, and 220.5 square feet dedicated for a second story covered deck to serve as ingress and egress to the loft above the garage. A 10-foot overhead door for vehicle access will be located on the south east wall facing the existing dirt driveway. A man door will be located at grade were the east wall meets the south. The second story covered deck will have stairs for egress on the western side of the detached accessory structure Chapter 17.10.050 of the Rapid City Municipal Code allows a maximum height of 15 feet for an accessory building. The proposed garage is 19.5 feet in height. Zoning Board of Adjustments has approved Variance, City File #23VA003 to allow a 19.5-foot-tall accessory structure on 4/20/23.
