Agenda Item Summary:
The applicant has submitted a Conditional Use Permit application to develop a group home on the unplatted balance located northwest of the intersection of Cambell and East Oakland Street. The subject property is comprised of 4.04 acres of vacant land split zoned Medium Density Residential District and General Commercial District. The applicant is proposing to subdivide the western portion of the property into a 1.8-acre lot. The proposed development will be located in the western portion of the unplatted balance and the southeast corner of the proposed lot. The site plan submitted identifies that the eastern side of the home encroaches into the General Commercial District and the remainder is located within the Medium Density Residential District. Group homes are considered a Conditional Use in the Medium Density Residential District and in the General Commercial District. The group home will be constructed as a two-family dwelling and will be 5,783 square feet in size and one story or 14.2 feet in mean height. The exterior will be finished with asphalt shingles, fiber cement lap siding, and brick. The building will have eight bedrooms and will serve eight adults with developmental and/or intellectual disabilities. The home will be staffed 24 hours a day seven days a week. The applicant anticipates that there will be two to three staff members on the property during the hours of 6:00 am to 10:00 pm and one staff member on the property overnight. Each side of the duplex will contain an area designated as office space for the on-site housing staff. The tenants do not own vehicles and will not be driving to the facility. The home will be accessed by a new 24-foot wide approach. A group home is defined in Section 17.04.350 of the Rapid City Municipal Code as an activity providing personal assistance to six or more individuals unrelated by blood or marriage who, by reason of mental or physical ability, addiction to drugs or alcohol, or family and school adjustment problems, require specialized attention and care in order to achieve personal independence. The assistance must include board and room, and may include counseling, rehabilitative services and other incidental services customarily provided by group homes. This shall not include missions, detoxification centers, or detention centers.
