Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow mini storage, a truck rental, and a retail facility on Lots 5 and 6 of North 80 Subdivision. The properties are located southeast of E. Stumer Road and Shelby Avenue and are comprised of 17.49 acres of undeveloped land split-zoned General Commercial District and Office Commercial District with an Initial Planned Development Overlay (File #23PD025). All development will be located within the General Commercial District which lists mini-warehousing as a Conditional Use. The preliminary development plan for this project was unanimously approved by the Planning Commission on September 21, 2023. The applicant is proposing to build a 15,700-square-foot storage building in the northern portion of the properties and a 32,100-square-foot storage and retail building in the southern portion. Six mini-warehouse buildings are being proposed in the eastern and southwestern portions of the properties and will range from 2,000 square feet to 2,500 square feet in size. Two ingress and egress locations are being proposed, one from the north via E. Stumer Road and one from the west via Bentley Lane. As indicated in the letter of intent, the project will be completed in one phase, and site security will be accomplished by an access gate and building security systems. Property line sidewalks will be constructed along the street frontages adjacent to the proposed development. As per ยง17.18.030.9.a of the Rapid City Municipal Code, plans for mini-warehousing must include security/screen fencing. The fencing must be six feet in height, constructed with wood, decorative block, or chain link with slats, and installed around the perimeter of the mini-warehouse facility. The applicant is requesting an Exception to omit this requirement. The applicant is requesting an Exception to reduce the required landscaping points from 264,676 to 238,104. This is a reduction of 26,572 points and a 10% deviation from the requirement. For perspective, the requested deviation is equivalent to the point total of 13 large trees, 106 shrubs, or 23,900 square feet of grass.
