The applicant has submitted a request for an Initial and Final Planned Development to allow mini-storage units to be constructed in the General Commercial District. The subject property consists of 2.18 acres located at the northwest corner of the intersection of East Philadelphia Street and North Creek Drive and is void of structural development. The proposed development is comprised of 4 structures containing 122 ministorage units totaling 24,670 square feet. The applicant is providing management of the facilities as required by the Rapid City Municipal Code. The applicant has requested Exceptions to allow a 6-foot high opaque screening fence in lieu of the maximum 4-foot height in the front yard and in the side yard abutting a street, and to allow alternative building materials in lieu of the masonry, wood, or simulated wood siding required by Rapid City Municipal Code. Mini-warehousing is a Conditional Use in the General Commercial Zoning District, and requires certain design criteria to be met. As such, the applicant has submitted this Initial and Final Planned Development Overlay to allow the ministorage units as a conditional use on the property and has requested the following Exceptions to the design criteria: • An Exception to allow a 6-foot high opaque screening fence in lieu of the maximum 4-foot height in the front yard and in the side yard abutting a street, and; • An Exception to waive the required building materials.
