Agenda Item Summary:
The applicant has submitted an Initial Planned Development Overlay to allow a self-storage, rental, & retail sales facility located southeast of the Shelby Avenue and East Stumer Road intersection. The subject property is comprised of 7.47 acres of vacant land zoned General Commercial District and Office Commercial District with a Planned Development Overlay designation. The applicant has provided plans showing a warehousing facility, multi-purpose rental and retail facility, and six mini-storage facilities Lots 5 & 6 of North 80 Subdivision. Lot 5 consists of 4.48 acres of vacant land and is zoned Office Commercial District. Lot 6 consists of 2.99 acres of vacant land and is zoned General Commercial District with a small sliver of Office Commercial District on the northeast portion of the lot. Though none of the proposed buildings cross property lines, staff is recommending that the applicant enter into a Developmental Lot Agreement prior to issuance of a Building Permit to allow shared parking, landscaping, and signage. The applicant is proposing a 15,688 square foot warehousing facility, a three story 94,764 gross square footage multi-purposed rental and retail facility, two 2,000 square foot mini-storage facilities, and one 2,500 square foot mini-storage facility within Lot 5 on site. The applicant is also proposing two 2,500 square foot mini-storage and one 2,400 square foot mini-storage facilities within Lot 6. The proposed project site will contain 46 parking spaces. Of the 46 parking spaces, one is handicap accessible.
