The applicant has submitted a Final Planned Development Overlay to allow an apartment complex at 1440-1512 Camden Drive. The subject property is comprised of 42.66 acres of vacant land zoned General Commercial District and Office Commercial District. The applicant has also submitted a Preliminary Subdivision Plan (File #23PL070) to subdivide the subject property into two lots to be known as Lot 1AR and Lot 11 of Anamosa Crossing Subdivision. The applicant has provided plans showing the apartment building complex will be placed on Lot 1AR and the solar panel field will be placed on Lot 11. Proposed Lot 1AR is zoned Office Commercial and multi-family development is a permitted use in this district. Proposed Lot 11 is zoned General Commercial District and a utility substation (solar panels) is a permitted use within this district. In order for the solar panels to serve the apartment development as proposed, staff is recommending that the applicant enter into a Developmental Lot Agreement prior to issuance of a Building Permit. The applicant is proposing 249 apartment units throughout 6 buildings. The six apartment buildings will vary in footprint size from 16,296 square-foot to 18,857 square feet. The six apartment buildings will vary in unit capacity from 38 units to 49 units. 200 of the units will be market rate units with 49 of the units being “Senior Living.” All 6 of the apartment complex buildings will be 3 stories in height. The site will contain 440 parking spaces. Of the 440 parking spaces, 9 are handicap accessible. The apartment complex and parking area will also consist of three communal patios, two community spaces, a playground, and a dog park/run. The applicant is also proposing to construct walking trails on proposed Lot 11.
