The applicant has submitted a Final Planned Development Overlay to allow an apartment complex on the property currently addressed as 2900 East Anamosa Street and the adjacent unplatted balance. The undeveloped properties are zoned Medium Density Residential District and located northeast of the intersection of East Anamosa Street and the future extension of North Valley Drive. The applicant intends to plat the properties into one lot since a proposed driveway extends across the unplatted parcel. Prior to the submittal of a Building Permit application, the property must be platted creating one lot as proposed or an access easement must be recorded for the driveway extending from Valley Drive. The subject properties are located within a Planned Development Designation (#22PD014) requiring the review and approval of a Final Planned Development Overlay application for any future development prior to the approval of a Building Permit application. As such, the application has submitted this application. The proposed development will be known as Buffalo Run Apartments and will contain 172 dwelling units. Four detached garages will be located in the north portion of the property, three 24-plexes will be located centrally, a 12-plex, a 36-plex, a clubhouse, a pool, and a playground/dog park will be located in the eastern portion, and a 52-plex will be located in the southern portion. The development will consist of four studio, 67 one-bedroom, 64 two-bedroom, and 37 three-bedroom apartment units. The apartment buildings will be two to three stories in height and the exterior will be primarily finished with lap siding. Four screened trash enclosures are being provided in the northern portion of the property. Prior to the approval of a Building Permit application, elevations must be provided for the trash enclosure screening in order to verify compliance with §17.50.340 of the Rapid City Municipal Code. No Zoning Exceptions are being requested as part of this Final Planned Development Overlay. As per §2.17.1(2) of the Infrastructure Design Criteria Manual, a Traffic Impact Study is required for any multi-family residential development with 150 or more dwelling units. The Public Works Department has granted an Exception (23EX070) waiving the requirement for a Traffic Impact Study.
