The applicant has submitted a Major Amendment to a Planned Development Overlay to allow on-sale liquor in conjunction with a casino at 5312 Black Hills Boulevard. On 4/21/22, the Planning Commission approved a Final Planned Development Overlay application on the subject property to allow a 16,795 square-foot off sale liquor store to be constructed on the property. The applicant is proposing to retain a 10,745 square-foot area for the liquor store with a 4,461 square-foot warehouse area, and to use the balance of the building as a 1,641 square-foot casino with on-sake liquor, a 541 square-foot office space and a 1,350 square-foot fenced outdoor patio area. The proposed hours of operations for the casino with on-sale liquor will be Monday through Sunday 7 am to Midnight. A liquor store is a permitted use within General Commercial zoning. Any on-sale liquor requires a Conditional Use Permit.
