Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment complex at 860 Valley Drive. On March 4, 2021, the Planning Commission approved a Final Planned Development Overlay (#21PD002) to allow a 90-unit apartment complex on the property adjacent to the south addressed as 1050 Valley Drive. This proposed development will be known as Phase Two of Moonlight Apartments. The property is comprised of 3.57 acres of undeveloped land zoned Medium Density Residential District. The applicant is proposing to develop a 90-unit apartment complex comprised of six 15-plexes and three detached garages. The apartment buildings will each be 29,688 square feet in size and 3 stories or 34.2 feet in height. Each multi-family building will consist of three studio-style, six one-bedroom, and six two-bedroom units. The apartments and garages will be finished with engineered lap siding with earth-tone hues and composite roof shingles. As per ยง2.17.1(2) of the Infrastructure Design Criteria Manual, a Traffic Impact Study is required for any multi-family residential development with 150 or more dwelling units. There will be a combined total of 180 dwelling units in Phases One and Two of Moonlight Apartments. The Public Works Department has granted an Exception (23EX060) waiving the requirement for a Traffic Impact Study. Valley Drive is located within a 66-foot wide right-of-way and constructed with a 20-foot wide paved surface. As a part of creating the existing lot, City Council granted an Exception in 2019 waiving the requirement to widen the pavement and construct curb and gutter along Valley Drive since the improvement was only required along the portion of the street that abuts the subject property. In addition, it was noted that the City has an approved Capital Improvement Project for 2027 to improve this section of Valley Drive. Subsequently, no improvements to this street are required as a part of this application
