Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow a mixed-use development on 4908 5th Street. The property is comprised of 5.32 acres of undeveloped land split zoned General Commercial District and Office Commercial District with a Planned Development Overlay. The applicant is proposing to subdivide the property into two lots that will be 2.02 acres and 3.3 acres in size. The western 2.02-acre lot will be known as Lot 4A and will be developed as a mixed-use building with commercial on the ground floor and 54 multi-family units above. This building will be approximately 18,700 square feet in size and four stories or 50 feet in height. Each floor above the ground level will have 18 dwelling units. The eastern 3.3-acre lot will be known as Lot 4B and will be developed as a 75-unit apartment building. The building will be 34,850 square feet in size and will be three stories or 40 feet in height with a lower-level parking garage. As per ยง17.18.060 of the Rapid City Municipal Code, in the General Commercial District, no building shall exceed 45 feet in height. The applicant has submitted an Exception as part of this application to allow a 50-foot building height in lieu of the 45-foot maximum for the proposed mixed-use building on proposed Lot 4A. The requested Exception is a 10% deviation from the requirement. On January 5, 2023, the Planning Commission approved Initial Planned Development Overlay (#22PD053) to allow a mixed-use development on the property. It was stipulated as part of that approval that a Traffic Impact Study be submitted with the Final Planned Development Overlay or an Exception be obtained to waive the requirement. An Exception was submitted as part of this application and administratively waived by the Public Works Department.
