The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an office building on the subject property. The 2.2-acre parcel in question currently consists of a parking lot and is zoned Office Commercial District within the M-Hill and Planned Development Overlay District. Office buildings are classified as a permitted use in the Office Commercial District. The M-Hill Overlay District does not require any additional design considerations for this development. The proposed one-story building will be located in the southwest corner of the site and will be approximately 10,350 square feet in size and will house three professional office suites. The building’s exterior will be finished with stone and siding which will complement the architectural designs of the existing buildings in the office park. A monument sign, identical to the sign design used throughout the project will be constructed directly northeast of the proposed building. As part of this application, the applicant is requesting the following Exceptions; allow a 14-foot west rear yard setback in lieu of 25 feet, allow a 23-foot south side yard setback in lieu of 25 feet, and to allow an 11-foot south side yard setback for the covered entry in lieu of 19 feet. Chapter 17.50.250 of the Rapid City Municipal Code stipulates that open terraces and non-enclosed porches shall not exceed 6 feet into a required yard, hence the difference in setback requirements between the covered entry and finished wall of the building. On October 24, 2013, the Planning Commission approved an Initial Planned Development (File #13PD039) to allow a three-story mixed-use building with office and residential uses. As part of this application, an Exception was granted to allow a 10-foot west rear yard setback in lieu of 25 feet. The new office building proposed is less intensive in use and scale than what was originally approved in 2013.
