Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment development on the property located northeast of East Stumer Road and Shelby Avenue. The site is 12.11 acres in size and is currently undeveloped. The northern half of the site is zoned Medium Density Residential District and the southern half is zoned Office Commercial District. The applicant is proposing to subdivide the southern half of the property into two lots and develop one apartment building on each lot. The proposed development site is 5.89 acres in size and located within the Office Commercial District. The project is proposed to be completed in two phases, the first phase involves the south lot and includes an approximately 13,580 square-foot apartment building that will be three stories or 34.8 feet in height. Phase one will consist of 41 affordable dwelling units ranging from one to four bedroom apartments. The second phase involves the north lot and includes a 42,037 square-foot apartment building that will be three stories or 34.4 feet in height. Phase two consist of 119 market rate dwelling units ranging from studio to three bedroom apartments and will include a clubhouse, fitness room, and pool. Multi-family dwellings with one primary structure are a permitted use in the Office Commercial District.As per 17.50.300.E.1.c of the Rapid City Municipal Code, planter islands shall be provided at a ratio of 1 such area for every 50 parking spaces. Each island planter shall contain a minimum of 100 square feet, and provide a minimum of 1 tree with shrubs, groundcover and/or mulch covering at the base. Phase one requires that 62 parking spaces be provided and therefore one planter island. Due to site constraints the applicant is requesting an Exception to omit the planter island requirement for phase one of this development.
