Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow an apartment complex on the property located south of Kathryn Avenue and Champion Drive. The site is comprised of 7 acres of undeveloped land zoned Medium Density Residential District. The site will be developed in two phases. Phase One includes the western half of the property and Phase Two includes the eastern half. In total, four apartment buildings and one maintenance/storage building are planned to be developed on the property. Multi-family dwellings and accessory storage buildings are permitted uses in the Medium Density Residential District. The two western apartment buildings will be developed as a part of the first phase of the development and the remaining apartment buildings and accessory storage building will be developed as a part of the second phase. This application is to consider Phase One of the development only. A Major Amendment to the Planned Development Overlay will be required once plans have been finalized for Phase Two. The project is being developed as workforce housing serving families at 60% to 80% of the area median income. The apartment buildings will each be 10,530 square feet in size and 3 stories or 35 feet in height. Each building will have 35 units, 12 of which will be two-bedroom units and 23 will be one-bedroom units. There are no interior corridors or common areas proposed and all units will be accessed from the exterior by means of an enclosed stairway. Phase One will include the development of 70 of the 140 total dwelling units being proposed on the subject property. On June 16, 2006, a Planned Development Designation (File #06PD036) was approved for the property in conjunction with a rezoning request from Low Density Residential District to Medium Density Residential District. This designation requires the review and approval of a Final Planned Development Overlay prior to the approval of a Building Permit.
