Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow mini warehousing for the site located northwest of the intersection of E. Fairmont Boulevard and Cambell Street. The property is comprised of 11.2 acres of land zoned General Commercial District and is currently void of structural development. Mini-warehousing is classified as a Conditional Use in the General Commercial District. The site has two existing approaches to E. Oakland Street and a new approach is proposed for E. Fairmont Boulevard. The proposed development contains 19 storage units; nine of which are 8,000 square feet, five of the units are 7,200 square feet, four are 4,000 square feet and one is 3,600 square feet. In addition, a 400-square-foot office space is proposed in the east storage unit located adjacent to the south property line. As stipulated in the Ordinance a minimum 30-foot hard-surfaced circulation aisle immediately adjacent to the buildings is provided throughout the property. Building finishes include pre-finished metal panels with earth tone hues for the exterior walls and roof. Any walls without doors facing Cambell Street or E. Fairmont Boulevard will have simulated wood siding. A 6-foot black chain link fence is proposed around the perimeter of the property adjacent to Cambell Street, E. Oakland Street, and E. Fairmont Boulevard. A 6-foot chain-link fence with slats is proposed along the west property line. The applicant is requesting an Exception to allow a 6-foot fence in the designated south front yard along E. Fairmont Boulevard in lieu of the 4-foot maximum. On June 6, 2003, a Planned Development Designation (File #03PD026) was approved for the property, therefore requiring the review of a Final Planned Development Overlay for any future land use. On January 6, 2022, an Initial Planned Development (File #21PD039) was approved to allow mini warehousing. As per the approval, an Exception was granted to allow a decorative iron fence or chain link fence in lieu of decorative opaque screening material contingent on a continuous landscaping screen being provided along the property boundaries. An Exception was also granted to allow metal siding on the sidewall in lieu of masonry, concrete, wood, or metal simulated wood siding.
